A battery energy storage system (BESS) lets a factory in Vietnam store cheap or solar-generated electricity and use it during peak hours, when the industrial tariff is close to three times the off-peak rate. For FDI manufacturers, a BESS also protects production lines from grid disturbances and raises the share of on-site renewable power for RE100 and Scope 2 reporting. This guide explains how BESS works in Vietnam, what the 2026 rules say, what it costs and how to evaluate a project.
What is a BESS?
A BESS is a set of rechargeable batteries, a power conversion system (PCS) and an energy management system (EMS) that charges from the grid or solar panels and discharges on command. Commercial and industrial systems in Vietnam typically range from 200 kWh cabinets to 5 MWh containers, and most use lithium iron phosphate (LFP) cells for safety and long cycle life.

Why FDI factories in Vietnam are investing in BESS
1. The peak-hour tariff is almost three times the off-peak rate
Under the manufacturing tariff in Decision 1279/QD-BCT (9 May 2025), a factory connected below 6 kV pays 3,640 VND/kWh at peak and 1,300 VND/kWh off-peak. A BESS that shifts energy from off-peak or solar hours into peak hours captures that gap every day.
| Voltage level | Off-peak (VND/kWh) | Standard (VND/kWh) | Peak (VND/kWh) |
|---|---|---|---|
| 110 kV and above | 1,146 | 1,811 | 3,266 |
| 22 kV to below 110 kV | 1,190 | 1,833 | 3,398 |
| 6 kV to below 22 kV | 1,234 | 1,899 | 3,508 |
| Below 6 kV | 1,300 | 1,987 | 3,640 |
Source: EVN retail electricity tariff. Vietnam’s Ministry of Industry and Trade decided in April 2026 to move the main peak to the evening, but the new schedule had not been applied nationwide by mid-2026, and the government is reviewing retail prices in late 2026. Our engineers recalculate every BESS proposal against the tariff in force on the day of the quote.
2. Supply security for continuous production
Power shortages in northern Vietnam in May and June 2023 cost the economy about US$1.4 billion, or 0.3% of GDP, according to a World Bank estimate reported by Solar Daily. A BESS with backup mode keeps critical loads such as clean rooms, compressors and control systems running through short outages and voltage dips.
3. RE100 and supply-chain decarbonisation
Many global brands now ask Vietnamese suppliers to report and cut Scope 2 emissions. Rooftop solar alone covers daytime load only, so surplus midday output is often curtailed or wasted. A BESS stores that surplus and releases it in the evening, which raises the renewable share of the factory’s electricity.
4. National policy now encourages storage
Directive 10/CT-TTg (30 March 2026) encourages businesses to install BESS together with rooftop solar and targets a 3,000 MW cut in peak demand. Vietnam’s revised Power Development Plan VIII sets a national target of 10,000–16,300 MW of battery storage by 2030, up from 300 MW in the original plan (Energy-Storage.news).

How a factory BESS creates savings
- Peak shaving: the BESS discharges during peak hours, so the factory buys less electricity at the highest price.
- Load shifting: the BESS charges at off-peak rates and discharges at peak rates.
- Solar self-consumption: the BESS stores surplus solar output that would otherwise be curtailed.
- Backup power: the BESS supplies critical loads during grid interruptions.
Worked example: a 1 MWh BESS at a factory below 6 kV
Our team models a 1,000 kWh system at 90% depth of discharge, 90% round-trip efficiency and 330 cycles per year.
| Item | Value |
|---|---|
| Energy delivered per cycle | 900 kWh |
| Value at peak tariff (900 × 3,640 VND) | 3,276,000 VND |
| Charging cost from grid (1,000 × 1,300 VND) | 1,300,000 VND |
| Saving per cycle | 1,976,000 VND |
| Net annual saving, grid charging | about 590 million VND |
| Net annual saving, charging from surplus solar | about 1.08 billion VND |
The figures above use the tariff in force in 2025–2026 and will change if EVN revises prices.
What does BESS cost in Vietnam and how fast does it pay back?
BESS pricing in Vietnam depends on capacity, cell technology, fire-protection scope and grid connection works. Larger systems cost less per kWh: a 1,000 kWh system typically costs 20–30% less per kWh than a 215 kWh cabinet.
| Scenario | Typical payback |
|---|---|
| BESS charged from the grid (load shifting only) | 5–7 years |
| BESS charged from surplus rooftop solar | 3–4 years |
| Solar + BESS package (e.g. 1,000 kWp + 5 MWh, investment of about 18–22 billion VND) | 4.5–5 years |
Our engineers prepare a site-specific model from 12 months of electricity bills and the factory’s load profile before quoting a price.
Policy and standards FDI factories should know
| Item | What it means for a factory |
|---|---|
| Directive 10/CT-TTg (30 March 2026) | Encourages rooftop solar plus BESS; no mandatory requirement for factories |
| Revised PDP VIII | 10,000–16,300 MW national storage target by 2030 |
| Circulars 09/2025 and 12/2025 (MOIT) | Utility-scale solar plants must add storage of 10% of capacity for 2 hours; rooftop C&I systems are not covered |
| TCVN 14499:2025 | Vietnamese technical standard for BESS |
| QCVN 06:2022/BXD | Fire-safety rules for buildings, applied to BESS rooms and containers |
| New time-of-use schedule | Main peak moves to the evening; affects how the EMS is programmed |
The legal framework for storage in Vietnam is changing quickly. Our team checks the latest decree, circular and tariff before each proposal and in each feasibility report.
Safety: what to ask your BESS supplier
Fire safety is the first question most FDI headquarters ask. Our BESS range uses LFP-based semi-solid cells rated for 10,000+ cycles at 95% depth of discharge, certified to IEC 62619, UL 1973, UL 9540A and UN 38.3.
When you compare suppliers, ask for:
- Cell and system certificates (IEC 62619, UL 9540A test report, UN 38.3).
- A fire-protection design: gas detection, aerosol or water-mist suppression, ventilation and spacing.
- Thermal management data for Vietnam’s climate (ambient up to 40°C and high humidity).
- A cycle-life and capacity warranty in writing.
- A local O&M team that can reach the site within 24 hours.
Investment models: own it or pay per use
| Model | Who invests | Best for |
|---|---|---|
| EPC (turnkey) | The factory owns the BESS | Highest lifetime savings |
| ESCO / shared savings | An investor owns the BESS; savings are split | Zero upfront capital |
| Solar + BESS PPA | An investor owns both; the factory pays per kWh | RE100 targets without capex |
A 5-step path to a BESS decision
- Collect data: 12 months of EVN bills and, if available, 15-minute load data.
- Site survey: our engineers check space, structure, grid connection and fire-safety distances.
- Sizing and financial model: our team sizes kWh and kW to your load profile and calculates payback under each investment model.
- Approvals: our team prepares the fire-safety dossier and grid-connection documents.
- Installation and O&M: a typical container project is installed and commissioned in 6–10 weeks, followed by remote monitoring and scheduled maintenance.
Frequently asked questions
Is BESS mandatory for factories in Vietnam?
No. BESS is encouraged for factories under Directive 10/CT-TTg but not required. The 10% storage requirement applies to utility-scale solar plants, not rooftop systems.
How long does a BESS last?
A BESS built on modern LFP cells typically lasts 10,000 or more cycles, which is about 15 years at one to two cycles per day.
Can a BESS work without solar panels?
Yes. A BESS can charge from the grid during off-peak hours and discharge at peak hours. The payback is faster when the BESS also stores surplus solar.
Is a battery storage system safe inside a factory?
A BESS is safe when it uses LFP cells, holds UL 9540A test results and has a dedicated fire-protection design that meets QCVN 06:2022/BXD. Most industrial BESS in Vietnam are installed in outdoor containers away from production buildings.
Does a BESS help with RE100 reporting?
Yes. A BESS stores on-site solar for use after sunset, which raises the renewable share of the factory’s consumption. Etek Power provides monthly energy reports that support RE100, CDP and ESG disclosures.
